Vectrix - No Motorcycle License Needed?

Lucky for those in south dakota! over here in nz laws are for a scooter it must be less than 50cc AND have a top speed of 50kmh (30mph) AND have less than 3hp, Which annoys me as most production scooters have ove 3hp, and by removing a single wire can go over 70kmh (45mph). Though at least they do not specify it has to be step through, so my electric kr1 (a full fairing'd sportsbike) can be classified as a scooter if i limit the speed and power, which means a years on road costs are 65NZD (50USD) :)

How is the electric KR1 project going?

I'm sure the laws are different in other US states too.  If they are not, I'm sure this won't last.
