The Loring Timing Association is sympathetic towards EV's; several have raced there since the event started in 2009.  There are three events this year (2016) that are open to ANYONE with an EV that has suitable (simple to implement) safety preparations.  I am the EV Tech Inspector (and racer) and can answer any questions.  (See "Contacts" in the link I posted.)
