I have ridden the S and don't remember it sounding like the horn was going the whole time. Is that really what it sounds like outside the helmet?

Looks like he was having a great time :)

Cheers

The audiable warning is part of the regs required for an EV racer going up on the Pikes Peak Hillclimb event.

Rhys Millens PP03 had a siren.

Oh good. It really did sound like his horn was stuck, haha

It looks like Victory should have stuck with electric power:   ;)

Reading the link that you supplied, states that the bike was working well up to, and, after a crash.
It also indicates that the reason for the DNF was damage caused by the crash. They Qualified
4th overall, and, First in class.
Just an observation

Yeah the horns make all the electric PPH videos tough to watch. It's a shame they didn't integrate a warning system into the roadbed when put it in!

Here is the Motorcycle.com article regarding Zero's sweep of the Pike's Peak production and modified electric motorcycle classes:

Congratulations to Zero and Hollywood Electrics and their riders.   :)

Hopefully a few other production bikes will grace the hill next year, would be nice to see the Zero's racing against the Ego's for example.
