1992 Gsxr 750 missing plastic farings, everything else looks good.

 Is this a good starting platform?

Depends largely on the proposed build, I don't think it is one of the lightest frame out there, but if you want an open road cruiser the extra weight capacity is probably a good thing.

Depending on your plan and mechanical ability, the cradle frame could also be a positive or a negative.

It will largely be a commuter bike.  If I should go lighter, what frames should I look for?

should be just fine. Get some lifepo4 and a decent motor and you should be able to meet those requirements. I'd throw 4-5kwh of batteries in there and you'll have no issues getting the range you want. Speed won't be much of an issue either, get a brushed perm magnet motor or series wound.
