Doesn't the MBB need the DC-DC to be on for it to do... anything at all?

No, the MBB is powered from the main bus (there's a 4A HV fuse to protect it), and literally decides when to turn the DC-DC converter on and off. It's the source of the enable line signal on the DC-DC converter's 5-pin connector.

The MBB logs the event when it turns 12V power on and off, which is a diagnostic indication useful to the OP.

Was a main cause and solution detected for this issue?

I have exactly the same problem after parking my bike in the rain. It behaves normally when the key is in but the dash and headlight will not turn off when the key is removed.
