According to a report in the December issue of City Bike Zero continues to sell their bikes to government agencies. So far they have sold bikes to police departments in Hong Kong, Bogata, Santa Cruz, Scots Valley, San Jose State University and this month they sold 2013 models to De Anza/Foothill College and the city of San Mateo (both south of San Francisco), in addition to their U.S. Special Forces sales.
City Bike says that the Zero PD motorcycles are "relatively inexpensive, cheap to operate, easy to ride and a great way to both sneak up on miscreants and show off an agency's green credentials."

Most of those sales were left over 2012 model year DS sold at a very low clearance price.
The US PD sales amounts to less than 20
Total sales around 180.
That's a drop in the bucket.
I'm surprised Zero is pulling out of the UK market as that looks like it would have been perfect for them. Australia too.
