Looks like a sport bike under that cover? 17"? 19"? street tires and cast wheels? Kinda see the mirrors poking out or they might be bars with brush guards.
ON24 saw pictures of a Quantya race bike last year.
I think it is a street oriented dual sport like a vStrom. could be something like a cbf1000.
