10% tax credit for a 2013 model bought today?

Simple question here, can I qualify for the tax rebate on a 2013 model that was purchased in 2016?

Yes if you are the first owner ever to register it, I'm pretty sure it does not matter when the EV was manufactured only when it was placed into service.
